Patrick Halladay Named as Associate Member Representative on the NASDTEC Executive Board
|

|
|
We are happy to announce that Patrick Halladay has been named to the NASDTEC Executive Board as the Associate Member Representative. Patrick is the Director of Educator Licensure for the University of Vermont’s Department of Education. In addition to ensuring that students have met licensure requirements in the state where they will be teaching, he helps expand pathways to licensure for non-traditional entrants into the field. Previously, Patrick worked for eight years at the Vermont Agency of Education, the last four of which he was the Director of Education Quality, managing licensure, education preparation approval, and quality improvement. His career in education includes a decade teaching upper elementary students and graduate work on demographics candidates in non-traditional pathways to teaching.

The NASDTEC Professional Practices Committee is seeking nominees for The Doug Bates Award, which is presented annually to an individual who has significantly contributed to the promotion of ethics in education.
The Doug Bates Award grew out of a desire to honor the legacy of an early proponent of high moral and ethical standards for America's educators. Doug Bates was an attorney with the Utah State Office of Education and served for many years as the attorney for NASDTEC. In both roles, Doug was consistent and relentless in his insistence that state licensing agencies and employing school districts effectively screen applicants and monitor all educators for moral fitness.
Selection for the award is based on these criteria:
- Membership in NASDTEC and/or affiliation with NASDTEC’s Professional Practices efforts or other noteworthy efforts in this regard.
- Recognized contributions or work experience in the field of Professional Practices and educator misconduct.
- Demonstrated dedication to the safety and welfare of school children.
- Selection by the Professional Practices Committee with approval by the Executive Board.
Selection Procedure
All applications will be reviewed by the Professional Practices Committee, and a recommendation will be submitted for approval to the NASDTEC Executive Board.
Award Presentation
The award will be presented at the NASDTEC Professional Practices Institute taking place October 16-18, 2024, in Lexington, Kentucky at the Marriott Lexington City Center Hotel. Special recognition will also be given to the award recipient on the NASDTEC web site and social media properties.
Deadline for Nomination
Nominations have been extended to Friday, May 31, 2024, to nominate and individual for this award.

Congratulations to the 5th cohort of the NASDTEC Forward Fund, NASDTEC’S philanthropic outreach for its members and partners to pay it forward by giving back to the educational community. Since the launch of the Forward Fund, twenty two outstanding representative classroom teachers have been honored, and $22,000 in grants have gone to support a variety of educational initiatives in classrooms and schools. The Professional Educator Standards Boards Association (PESBA), a special committee of NASDTEC, held its spring Zoom meeting on April 23, 2024, with seventeen representatives from member states participating.

PESBA Chair Jeff Briske (Nevada) welcomed members and introduced NASDTEC Executive Director Jimmy Adams who shared an update on upcoming events and status of the Interstate Mobility Compact. Featured during the meeting was a panel discussion focused on J1-Visa teachers in member states. Panelists included:
- Brian Devine, Director of Educator Licensure, Massachusetts Department of Elementary and Secondary Education
- Becky Pitkin, North Dakota, Executive Director, North Dakota Education Practices and Standards Board
- Felicia Villalobos, Executive Director, Hawaii Teacher Standards Board
- Soledad Gutierrez, Responsible Officer, Exchange Visitor Program, California Department of Education
Panelists shared successes and challenges in their states with J1 teachers, and a Q&A with members followed. Positive experiences of enhancing cultural understanding and exchange, as well as concerns about employment issues, were mentioned in the discussion.

Following the panel presentation, PESBA Operational Director, Dr. Lynn Hammonds, shared details of May officer elections and reminded members of PESBA’s annual meeting on Sunday of the Pittsburgh NASDTEC conference.

NASDTEC Knowledge Base Updates

NASDTEC thanks everyone who contributed to the coming changes to the Knowledge Base! Since 1984, NASDTEC Jurisdiction Members have cooperated to share state-specific information regarding the preparation and licensure of educators through the Knowledge Base of Preparation and Certification of Educational Personnel. First distributed as a printed manual, the Knowledge Base is now provided through interactive data maps and downloadable spreadsheets.
The updated version of the Knowledge Base will move from broad licensure information to detailed information to better serve NASDTEC members seeking information about specific licenses and needing to meet USDOE rules. The Knowledge Base will also contain information related to the State Authorization Reciprocity Act and the Interstate Teacher Mobility Compact.
Timeline:
- Currently - Testing of the new system
- Late May/Early June - Data update and entry by jurisdictions
- Early June - New system with updated information is available to all member
There have been updates from the USDOE that the regulations approved on October 31, 2023.
Institutions are expected to be compliant when the regulations go into effect, which is July 1, 2024. However, the DCL acknowledges that there may be reasons outside of the institutions control that prevent the institution from being in compliance and that the Department will take such circumstances into consideration in exercising enforcement discretion through January 1, 2025. 2nd National Convening on Registered Apprenticeships in Teaching

NASDTEC and the National Center for Grow Your Own is proud to announce the 2nd National Convening on Registered Apprenticeships in Teaching. This event will be held January 29-31, 2025, at the Austin Hilton in Austin, TX.
To broaden the scope of topics and areas of interest related to the 2nd National Convening on Registered Apprenticeships in Teaching, the planning committee embraces the opportunity to solicit proposals from all interested parties. You may be someone just getting started or are the resident expert in your state. We need and want to hear from your work, experiences, roadblocks and successes. Those selected will have the opportunity to present a 45-minute concurrent session and/or the committee may ask related presenters to serve on a panel presentation during one of the concurrent time blocks.
Presentations must be designed to engage audiences in rich discussion and collaboration regarding planning, funding, implementing and growing Registered Apprenticeship programs. These topics may include both research in this field as well as current successful practices within a state/jurisdiction, educator preparation institution, school district and labor.
- Planning Phase: first steps, potential partnerships, the right questions to be asking, funding
- Implementing Phase: application filing, what's next after becoming registered, funding
- Next Steps Phase: lessons learned, changes that need to be considered, sustainability and funding
Proposals must be submitted by the close of business, June 15, 2024. Concurrent session selections will be announced by mid-August 2024.
NOTE: Presenters are responsible for conference registration, hotel, travel and other expenses to attend the conference.
